Steady Progress on Port of Taichung Land Reclamation and Seawall Construction Project Lends Critical Support to Offshore Wind Power Sector

Port of Taichung is pushing forward with plans under the Port of Taichung Land Reclamation and Seawall Construction Project to meet future growth and national energy policy needs, provide critical support to the nation’s expanding offshore wind power sector, and offer a productive outlet for soils regularly dredged from port waters and navigational channels. Land reclamation work is proceeding in closed off sections of port waters using soil regularly dredged to maintain navigation and operational safety.   Once completed and stabilized, current plans call for the reclaimed land to be developed by offshore wind farm interests in a manner that further deepens their roots at the port and builds Port of Taichung into a critical hub for the offshore wind power industry.

Port of Taichung Acting President Chung-lung Chen remarked that rapid developments in the offshore wind power industry in recent years have already shifted the focus from traditional fixed wind turbines to floating wind turbines. This, he said, has further accelerated demand for both wind turbine assembly and components storage space as well as for deep-water wharves. In light of this, Port of Taichung has been adjusting and reallocating its related investments accordingly with the singular goal of supporting the offshore wind power industry’s current and future needs.

The Port of Taichung New Land Reclamation and Seawall Construction Project was planned and is being managed by CECI Engineering Consultants, Inc. (Taiwan), with Hung Hua Construction Co., Ltd. responsible for implementation. Since commencing on May 31st, 2023, the project has already completed and turned over 10 ha. of reclaimed land, on November 15th (2024). Looking ahead, the project is scheduled to finish a total of 36 ha. of new land by the end of this year (2025) and a total of 50 ha. of new land by the end of 2026 for dedicated use by wind power businesses.

One unique aspect of this project is its use of seawall caissons (length 30m x width 30m x height 23.5m) which, at 13mt each, are currently the nation’s largest-ever caissons. Each is fabricated on land and transferred onto a 20mt-rated floating dock (the Hung Sheng) via a specialized jack and roll system and pulled based on a meticulously planned schedule to the installation zone, skillfully avoiding the difficult seasonal coastal conditions affecting the area between October and March.

Looking ahead, Port of Taichung is committed to continuing efforts to improve and expand port infrastructures, make optimized space available for industry development and growth, and vigorously support the advancement of national energy policies, including the current prioritization of offshore wind power development.
