The Port of Taichung is committed to advancing national policy efforts to stimulate growth and domestic-industry involvement in the wind-energy sector and to developing the port as a primary homeport for offshore wind-farm development and support operations. As part of this effort, the Port of Taichung enacted an asset vitalization initiative to increase the office / administration space available to port businesses involved in offshore wind-power generation, which are critical to helping the nation achieve the goal of being nuclear-power free by 2025.

The focus of this initiative centered on an existing office building in the Port Industries Development Zone (Phase 2) near the intersection of Zhongyi and Zhongheng 15th Roads. Originally operated as the Seamen's Services Center, this building has been vacant since 2001 after its former tenant, RSEA Engineering, did not renew its lease. Taiwan International Ports Corporation (TIPC) funded a full renovation of the building in 2020 to meet the layout and functional requirements of businesses in the wind-energy sector. Its close (1.5km) proximity from wind-farm supply wharves 5A and 5B and convenient roadway access have made the building highly attractive to related businesses, including its three current tenants: Taiwan International Ports Heavy-Machinery Corp. (TIPHMC), Seven Star International Co., and Siemens Gamesa Renewable Energy Offshore Wind, Ltd.

Siemens Gamesa Renewable Energy Offshore Wind, Ltd., which plans to complete a rotor/nacelle assembly facility at the Port of Taichung early in the second half of this year (2021), has leased a full half of the former Seamen's Services Center building from TIPC as an administration center for its offshore wind-farm business operations. Leases in the building now include Siemens Gamesa (5-year lease beginning on June 17th, 2021), TIPHMC (5-year lease beginning on October 13th, 2020), and Seven Star (5-year lease beginning on March 1st, 2021).
